Q:

Why do I hear about not using alcohol wipes before fingersticks?

A:

The answers are fairly simple: alcohol dries the skin; cleaning tips of lancets or syringes with alcohol neutralizes the coatings. When out-and-about and soap and water are not available, alcohol wipes have their place. This is standard practice.
